This JV possess the qualified technical team experienced in performing a vast array of IT-related work, including Emerging Technologies, at the highest levels, and it’s well positioned to execute modernization and critical IT-related projects within the federal marketplace.

Leadership
Oscar Herrera
Mr. Oscar Herrera is the founder and President of Edsol Communications, LLC. He has always been passionate about the challenges and world of possibilities we have with technology. With over 10 years as a business owner, and over 25 years of experience in the IT field, he has been able to build long-lasting business relationships with customers, implementing knowledgeable and proven solutions accompanied by high work standards and customer-focus approach that have been the main factors to differentiate his company from the competition.
His management style, commitment and experience have been key to grow his business mainly through customer referrals within the IT corporate environment. His background as a Systems Programmer, combined with his expertise on Networking and Telecommunications have helped him plan, design, implement, manage and support computer system environments of different sizes and complexities throughout his extensive career.
In his personal time, Oscar enjoys teaching soccer to kids and he coaches them on small league soccer tournaments.
Phill Thomas
Phil Thomas is Innovate’s Chief Executive Officer. He is a certified Program Management Professional (PMP) with 30 years of consulting and project management experience within the IT and Business Consulting field. He leads all internal operations and is an experienced facilitator, executive coach, and advisor. He has served as the EPA Program Manager for 16 years, overseeing over 120 Innovate projects covering geospatial, CDX R&D, CDX and EN Operations and Maintenance, CROMERR support, funding and financial analyses, planning and facilitation, customer experience, and many others. Mr. Thomas is also the founder and Chairman of the Board of Directors for The Global Cooling Network non-profit. He is responsible for building major relationships and establishing vision for our culture and our services.
Frank Roberts
Frank Roberts is Innovate’s Senior Manager for IT Service Delivery and has over 20 years’ experience in the information technology field. He supports projects through geospatial solutions, database management, system management, project management, training and outreach for stakeholders. Mr. Roberts has deep experience in Natural Resources Management as well as Tribal Government operations. He spent 20 years managing the Coeur d’Alene Tribe’s GIS program and assembled large regional data sets for the Tribe’s area of interest, including LiDAR, satellite, airborne hyperspectral, and traditional GIS datasets. Mr. Roberts was a key contributor of the National Academy’s document entitled “National Land Parcel Data – A Vision for the Future”. He also sits on the Idaho Geospatial Council Executive Committee.
Patricia Mir
Patricia has a wide experience working with small and mid-size business and organizations, mostly within the technology industry. A versatile and adaptive professional, Patricia has worked directly with business owners and upper management for over 15 years, successfully providing executive and administration support, managing conflicting priorities effectively and applying mature judgement, outstanding professionalism and pro-active attitude.
Patricia is skilled in developing business and marketing plans, writing winning proposals for Commercial and Government contracting markets, leading numerous recruiting and hiring efforts, developing standards protocols for office operating procedures, and coordinating countless comprehensive domestic and international travel logistics and events. Her professional background, organizational skills and outstanding interpersonal skills had conferred her with a strong ability to interact with diversity of people and settings, and effectively manage several tasks simultaneously with excellent results. She is fluent in English and Spanish, both verbal and written.
